p 7584 sections 9901.373 (e) Determine the rules of conversion, put them in a FRN, comment on them, incorporate comments, publish the final rule and convert the employees. But giving the secretary sole discretion for the pay of folks many levels of the bureaucracy below the secretary is just nuts. Delete this feature. Determine the rules of conversion. Publish them in a FRN. No organization could estimate the cost of conversion with this feature. Having the secretary meddle in the conversion would insure that estimation of conversion costs is too difficult to accomplish.
