Under Labor Relations, texts reads: The proposal provides for bargaining over procedures to be used in exercising other management rights (e.g. layoffs, RIF, selection or promotion procedures, disciplinary actions), but such bargaining may occur post-implementation. It is important that this bargaining occur prior to implementation. In this manner both management and labor "rights" can be protected. Under Labor Relations, the last bullet is as follows: Clarification of representation rights and duties. This bullet needs to be expanded upon, so DoD employees know that there will be a level playing field when contentious issues arise between management and employees.. There needs to be more thought given in this section to protecting employees against managers who could be capricious or vindictive.
