p 7585 section 9901.404 The goal of NSPS should be pay for performance. But the secretary wants to muddy the situation with things that maybe related to performance, but not on the main line of objective evaluation, such as contribution, attitude and others. The four elements of the system must be limited to performance objectives, an objective supervisor, a willing employee and a fair appraisal. That is it. That is what should be in NSPS. Those four elements should be the only focus of NSPS.
