p 7585 section 9901.404 On page 7560, a sample rating structure is given. It shows levels 0 through 5. Elsewhere in the FRN, there is a reference to an unsatisfactory rating. There is no proposed structure in the FRN. Define the structure and how will each rating level affect pay, promotion, retention and any other human resource process is affected my a performance rating. Publish the structure in a future FRN.
