p 7589 section 9901.605 a(2) and (3) Remove (2) lines of business and (3) product lines. This allows management to frustrate merit principles in firing employees. It can be, and will be seen as, arbitrary and capricious. Programs (business lines) are cancelled for a variety of reasons - but if a program has technical and programmatic success, but is terminated for budgetary reasons, i.e., JCM - then the employees in the program shouldn't be fired for good performance. If this feature is placed in force, employees will move to the boss's pet rock. Employee's short term survival needs will work against the long term goals of the Department.
