p 7589 section 9901.607 This section severely damages the concept of and the protection of veterans' preferences. Veterans' preference should be before tenure - similar to the structure that is now in place. It is unbelievable that DoD - the organization under which uniformed service gives rise to veteran's status - would debase the value of uniformed service. This debasement is a major flaw of NSPS as written and must be corrected before implementation.
