First of all, I can't believe you would make it public knowledge if we put our name down with this system. We would be the first to be downgraded in pay and/or fired. Second, has Enron not showed the government anything??? The top few get all the riches and we working class will get a pittance in return for our hard work. Thanks Third, How does this foster teamwork? We are going to be fighting over everything based how we can kiss our boss's backside. Fourth, I am the first person to stand up and say there needs to be change. I work with people that are ABSOLUTELY incompetant but because they are the director's favorite or because they are a miniority they will continue to be harbored. My director has favorites and the rest of us will see our pay stay the same or go down because he would never fight for us no matter how well we ever did. He doesn't like conflict. He only cares about himself. We are already understaffed and overtasked but we are going to have to do more because he is too busy sleeping in his office. In conclusion, I am the first in line to say there needs to be changes in the GS system. I don't think there is anyone with integrity that would deny this, but to make the little guy suffer and kiss his boss's backside for fear of a pay decrease at the whim of his supervisor is a HUGE mistake. There may be problems with the system but we are not the greatest Military in the world for nothing. There are enough of us with integrity and are hardworking that are going to be punished just as we have seen in the last couple of years in big business. The people in the upper tier will continue to make all the big money, and give themselves all the pay raises while we get nothing. That is one of the beauties of the current system you can do a good job and raise to a higher level no matter where you started. Now it's strictly 'pay for performance' but it's really going to be how you well you suck up to your boss and is subject to change every year. Tell me a big business that treats it's employees so shabily? This is a recipe for mass conflict in the workplace due to favoritism and statification. I believe that this will, very quickly, negatively impact the morale and mission we all work for.
