Comments:
In General: The Guidelines that are outlined in this Model NSPS are in my mind already in place therefore these rules are only going to have concrete, written facts of how management can manipulte and allow either compensation or bad marks on the worker thats trying to make it in the Civlil Service System. I've been in civil service for 28 years and have been active military to see what is about to happen. This new System will only allow management to counter with EEO,Grevance,etc. and will cut down in the lower work force to be able to defend our rights in the workplace.
