I think in general that performance based raises are a great thing, it will help in the much needed 'trimming of the fat' that is holding back numerous careers. The main issue that must be addressed is that too much power is going to be in the hands of the supervisors, and with no checks & balances in place, this will be a major problem, especially dealing w/ favoritism, and a supervisor simply having a character conflict issue w/ a good employee that is doing his or her job in a satisfactory manner. This is the biggest problem I can forecast for NSPS. -Thank you for your time!
