I have a total of combined military and civil service of 44 years and this is the most unfair proposal I ever remember. It means the good old boy system will be back in business. This is heading us backards and we should be moving forward. If you are going to start a new system, it should only apply to new people just entering the system. I have 20 years under this system and I believe it should not changed for people currently in the system. UNFAIR!!!
