I have scanned through the miles of documentation. As usual we have come up with something that only a person with no real work to do could spend the time to figure it out. However it does not seem to address the flaws with the current system 1. It is too easy for management to work around the system and promote based on race, religion, friendship, good old boy (and girl) alues, appearances, and other non merit factors. Most managers do not have the technical skills to do their jobs. A pilots bad does not make someone a good manager over engineering development programs. Masters degrees in business and engineering and experiance make someone qualified. 2. There is no control over management, it is not the work force that wastes millions, it is management goals of advancement and power, there is nothing in place to curb this. 3. Managers should not be allowed a raise any greater than the lowest raise to given to any employee under their supervision, this is the only way to curb the rapant management favoritism throughout places in the the work force, (no not my current group, they are all A1 folks, and a lot of the past folks I have worked for and with are good as well, unfortunitly the bad apples are out there and they are usually in power as that is what they spend there efforts on). 4. Any employee currently within top 80% of band they are to be put in, should automatically be put in the next highest band, otherwise there will be pressure to lower the pay of these employees. Maintain a separate cost of living raise that is directly tied to inflation. 5. Do not allow any employee to lose any of there current salary, including there cost of living allowances, if you want people to buy in, you must assure them that they have nothing to lose. We already ripped off 1000s of employees by switching from the old retirement system to FERS. 6. Current health care programs are expensive with high monthly bills, high co=pays, and high deductables. Include a new health care system that includes 100% of all health and fitness costs. Varety is a wast of time and money, you do not need variety if you have one excellent plan. Just pay for it! A healthy work force is more productive. 7. Require that all managers be reviewed by their employees after their review of the employee, be sure to make this review binding and a direct impact on the managers salary, the chain of good old boy (and girl) mamagers who look out for each other must be broken or no system will ever work. 8. Stop changing the rules on how we do business and the pay scale systems, it is not the systems that are at fault. The constant change creates a system where incompetent and currupt people can move up faster than competent people who spend all there time on the job and not their advancement. If the system is always in flux, then nobody understands it. Just leave it be and impower workers to do the right thing. Protect the workers from self centered career oriented managers. 9. I would be willing to bet money that most of my comments will be put aside as often the people in power do not seek what is really needed. 10. Again, my current group seem like strait up A1 folks, but there are many people out there who get promoted and promoted, they are the ones to watch for abusing the system. It is unlikely that they are really that much better, it is more likely they are someones favorite.
