This new regulation appears to be attractive to younger employees, and unattractive to older employees. The younger employees (Gen X) are used to immediate rewards. The older employees (raised by depression era parents) looked to civil service for employment security. I have 27 years of federal employment, PCS from McClellan AFB to Hill AFB. This is not a new system. I was around during the old system and it worked well for me because the boss thought I was cute when wearing my mini-skirt. I was also smart -- the mini-skirt helped more! Now I'm old and haggard, so I prefer longevity. Older workers get things done, younger workers believe "textbook theory".
