The proposed changes will create a marked change in the culture of the federal workplace. Pay for performance is a conceptually good idea that most DoD employees would buy into with a role in the development process. Working together inclusively with employee representatives might take some of the hard edges off the proposed system. There might even be compromise. Gaining the buy-in of the employees to be ruled by this system is more important than gaining the extreme structural changes that will reduce their representation rights and enable management to get rid of them. The creators of this proposal believe that they have the political power to implement their will and have chosen to do so vice coalition building - a serious and regrettable error. As a front-line federal manager, I see little that will help me accomplish work in this new system and much potential for reductions in teamwork, increases in favoritism and conflict. I wonder if there was anyone at the table representing those of us trying to get work done every day on the front-lines when these plans were put together. I mostly see misguided ideology in the proposed system. Get some GS-13/14 federal managers in the room and ask how you can improve our ability to conduct DoD's business - then you'll start to have proposals that make sense.
