Comments:
The elimination of 7116(a)(7) completely guts any union agreement at any time. The parties to negotiations can not assume that management will be negotiating in good faith. If this item is eliminated, at the conclusion of any agreement, management can unilaterally modify any agreement. This is the end of good faith. This is unacceptable, and contrary to Congress's wishes.
