Please explaine how an employee who wishes to highlight management's failure to apply laws, rules, regulations or DoD issuances would bring those matters to the attention of top management. Management will need to provide a remediation process to an employee who files a complaint or grievance-like action that is upheld, but was graded down for poor attitude.
