The 53 pages of the document read like a tax code, they are difficult to follow with no specifics. I am an engineer, and I took a federal job for the job security, I could have gotten a hire paying job on the outside without security. This would indicate to me that if job security is removed then a higher sallery would be necessary to recruit new hires. For those of us with to much time in this job to start a new career, we just have to accept the inevitable. This fact, is decreasing moral which is not good business. When the retirement system was changed from CSRS to FERS the employees were given the option to stay with CSRS if they felt it was better, there are no options with this new structuring. Also, if bonuses are recieved for performance, are these bonuses factored into a persons sallery with reguard to retirement (ie. FERS) or will it be treated like overtime (ie. it doesn't count). This appears to be a sneeky way to lower a persons retirement allotment..
