I am commenting on General Provisions, Pay and Pay Administration--Subpart C, National Security Compensation Comparabilty. One of my main concerns with conversion to the new personnel system is the risk of losing some of my salary in the process. When I read this section it appears that attempts will be made so that loss of salary will not occur. However, if I am understanding what I am reading, it appears that there is no guarantee that your salary will never be lowered. I feel when you have been working for an organization as long as most civil service employees have been working for the federal government, when a major change is going to take place you should at least have the reassurance that you will not lose money in the process. The new system is causing enough angst without having to worry about the financial ramifications. Thank you for your considertion of our concerns.
