Attached is a 13 page list of concerns and recommendations with a focus on possible loop-holes that could easily be misused and abused if not corrected. Additional items are provided as recommendations for inclusion to aid in embracing the intent of NSPS: 'accountability at all levels of the organization' and to establish a level playing field in career groups across the services and Department which in turn provide a workforce that is healthy, flexible, mobile, and well defined. My hope is that this discussion will enable the implementation design team to better address critical issues to employees prior to issuing guidance to NSPS initial sites.
