Comments:
In section 9901.907 the qualification of the National Security Labor Relations Board does not reach the highest levels of integrity as does the establishment of the Federal Labor Relations Authority 5 USC 7104. There is no criteria that prevents partisan politics from impuning the character of the board. This does establish or enhance the vital necessity for impartiallity in the decisions the board would be charged with rendering.
