Section 9901.907 does not establish whether or not the decisions of the National Labor Relations Board are precedent setting or not. The decisions should be. The criteria for decisions as described in this section are "fair, impartial, and expedient". The concept of consistent seems to be missing from the criteria. The concept of "consistent decisions" should be added to the criteria.
