There are a lot of questions that are unanswered with this nsps system. Should not be enacted till all concerns are addressed . Who would want to take a job under these circumstances ? Maybe the current system isn't perfect, but it does work. I am not against change as long as it is for the better. The only thing wrong with the old system was that no one ever disciplined a bad manager. Open your mind and listen and investigate when some one complains. You have good employees now and they do good work. It won't be the same if you enact nsps. These people should be respected and treated like a valuable resource. I see nsps as a way to set us up to fail so you can start contracting our jobs out. This is a return to the spoils system
