It is bad enough that managers circumvent the existing rules to promote their personal agendas... now you will take away the rules and allow the same managers do whatever they want i. e. promote their favorite but unqualified employees (yes men) and punish people that does not conform by witholding pay increase, withorlding bonus or assigning them to crappy dead-end jobs. The whole system will eventually fall apart
