Response to Oceana Townhall Meeting. Ms. Adams said the NSPS had been implimented at China Lake for about 10 years. This whole program sounds like a hostal takeover. It looks like a group of people have been brainstorming and came up with an idea to change the old system, which I agree needs to be done, but you currently have no idea how to achieve your goal. This program will never be successful because the proper research has not been done and the time frame this is to go into affect cannot possibily have even the minor bugs worked out of it. Please do not put this program in place until a complete and smooth transition can be put in place.
