SUMMARY: The Department of Defense (DoD) and the Office of Personnel Management (OPM) are issuing proposed regulations to establish the National Security Personnel System (NSPS), a human resources management system for the DoD, as authorized by the National Defense Authorization Act (Pub. L. 108-136, November 24, 2003). NSPS governs basic pay, staffing, classification, performance management, labor relations, adverse actions, and employee appeals. NSPS aligns DoD's human resources management system with the Department's critical mission requirements and protects the civil service rights of its employees. To "protect the civil service rights of it's employees". Recommend that the National Security Personnel System be grandfathered in like the Federal Employees Retirement System was. All new employees hired would go under the new system. All current employees would be given the choice of going under the new system or staying with the current system.
