I believe that this will be putting too much power in the hands of management. I'm afraid that this will implement the "good ole boy" system and that favoritism and nepotism will run rampant and that the civil service system will become somewhat like the military in that when an individual gets close to retirement that management will start looking for ways to fire him to get out paying him a retirement. This will not reward good employees and discipline bad ones because it will be left up to the supervisor and who he likes and dislikes and that is not improving a system that is taking it back to the stoneage!! I have put too many years in the civil service system to have a supervisor that may not like me because I'm not his buddy, destroy my future!!! Please, think about this system long and hard before you implement it and effect the lives of many good employees!!!!!
