These are some general comments. 1. If this matter has been worked on for some time, why is it no federal employee knows about the changes until it is time to make comments on the proposed changes. 2. This appears to be another case where the federal government is having a knee jerk reaction. It appears to be like all changes post 911. These changes are reactive and not proactive. 3. Having worked in private industry for some time your goal of hiring better talent is lofty. the way the education system is today, young people will never join an organization they do not agree with. Working for the government is at the very botton of emploers they wish to work for.
