DOD has been in a shrink mode for years with early outs, down grades, and reorganization of various organizations. People are moved into positions without any idea of work and mission. Many of these individuals were down graded and have re-promotion rights. They rise to the top of organizations without understanding the meaning of the acronym of their organization. Then to set unobtainable job standards upon their employees without anyway for the employee to protest is wrong. This scenario has happened to me and the managers have continually forced their will on to the work force. This has resulted in one arbitration case after another with one ruling after another going in the employees favor. As I write this letter the management is trying to set new performance standards that are not possible. Grievances have been filed because the organization has never met the standard. With the new pay for performance system and the new standards in my organization no one will ever get a raise after NSPS is implemented. The employees will have no bargaining rights to fight it and a bad situation will escalate.
