How does this system incorpoarate Repromotion Priority List (RPL) individuals. I was at GS-11step 5 position overseas, returning back on Executive Order (spouse) I was only able to get pick up as a GS-9. I have been trying to get back to a GS-11postion. My pay is set at a GS9 step 10 now. If I ever got back to a GS-11, I would be a GS 11step 7. With paybanding how will this affect RPL indiviuduals?
