How are you going to keep the pot of money for the program being redirected from its original purpose? Saying there will be a minimal amount does not answer the question. Do you want to have a minimal program? If the program can’t be fully funded and protected from raiders, then the program is doomed for failure and/or it will hurt the employees whom it is set up to reward. We currently have an award system set up to reward top performers. That fund was raided of all funds to help pay for the Iraqi War. Needless to say, another pay for performance program did not work as advertised. Unless protected, some bean counter can undermine the whole program.
