After reading the proposed regulations for NSPS I am struck by the total lack of detail. This for a system that is several months from implementation? Also, for the record many federal employees know the real reason for converting from Civil Service to NSPS has nothing to do with national security. It is to allow the Secretary of Defense to manipulate and move civilian federal employees as easily as he does the military uniformed employees without accountability. This change in our personnel system will destroy morale, team building and create a hostile, competitive workplace. It will pit one employee against another for a finite pot of money. Finally, you expect the same civilian federal managers who have shown an inability in the past to rate performance of employees fairly to receive more training and somehow change their paradigms. Same managers, different system; there will be no difference. With the organized labor unions also having deminished roles, the deck is stacked against the employees. In this land of freedom and democracy, how this plan got this far is beyond me!
