I wrote through my congressman, Joel Hefley, a letter to Mary Lacey, the administrative head of NSPS for DoD. I asked Ms. Lacey to consider implementing a priority placement program for all DoD civilians based upon humanitarian reasons. similar to the one used by US military personnel. Ms. Lacey responded that my suggestion, as submitted to the USAF initially, was under review and she could not comment. The USAF subsequently did not endorsae the suggestion. Consequently, I am asking Ms. Lacey to take the matter under review for possible implementation as part of NSPS. NSPS is under heavy criticism. Instituting a humanitarian reassignment policy as part of NSPS would demonstrate to employees that Ms. Lacey and SECDEF are not trying to destroy the civil service system but trying to make it better. Without such good faith quids, employees like me will vote with our feet and in my case take 35 years of USAF experience out the door. How does such an employee reaction help anything?
