As a GS-11 trying to upgrade to 12, I have heard the comments that the civilians are looked at before approval to being promoted, by checking to see if we belong to Officer Club on base. I personally heard this from within a Group level. My base currently has an unwritten policy for team players to show up Friday evening at the club for social hour. If you don’t you’re considered a non-team player. Is this practice still legal? If not, it still goes on! Can this issue be addressed? I see the statements below can only increase this problem. NSPS is designed to create a Total Force work environment by helping DoD civilians gain an equal footing with their military counterparts in accomplishing the DoD mission. NSPS emphasizes that employees’ performance goals must closely aligned with their organization’s mission objectives. It gives employees both the need and the opportunity to understand and be contributors to those objectives.
