Comments:
In general I think the new regulations will improve the personnel system in DOD. My concerns have to do with the 103 instances of references to "implementing issuances." These are details that are missing and need to be known and understood before I could give unqualified support to the proposed new regulation. I look forward to reading these details. Again, I think the new regulations will improve DOD and help make it a more agile and responsive organization, which will benefit the country, the organization and the dedicated workforce.
