Policy makers within the DOD can sugarcoat this all they want, people are not stupid and they see this for what it is. A license for management to run the work place through fear and intimation at all levels, opening doors to blatant favoritism and corruption. I can’t say I blame DOD; I blame the empty suites in congress that tripped all over themselves to give Rumsfeld this train wreak.
