Comments:
General. The whole system sounds like the Republican's method of finally getting civilian workforce out of the picture, with exception, of course, to the higher ranking managers, and to replace them with private sector. It also sounds like an open door to favoritism, and the managers, and most-favored employee, getting all the performance payouts. Even highly productive employees, who might have disagreed with the boss at some time or another, right or wrong, will get slighted, and eventually pushed out the door. I've always considered myself Republican, and voted that way. Not anymore.
