Under 5 U.S.C, chapter 53 and 5 U.S.C chapter 55, subchapter V then do the NSPS representatives guarantee "the raters will provide the fair judgements on consideration of achivements's of the employees when this system has been applied to the DOD employees?" (WHO are the righteuos RATERS? Managers, supervisors??) . The reason made me concerning is I am an Asian employee who has worked for DOD almost 15 years. I had degree in the Computer Science and my title is IT specialist. Suddenly, my managers switched me to the Budget office and told me my title should be converted to the Budget Analyst in the future eventhough I have expressed my thoughts to ask for a filed that would be fitted to my knowledge, skills, and abilities that I have been firstly hired by DOD , but they ignored. Finally, because Budget personnels fights against me and I was released... I have also known the rules under current system that applied for promotions and step increases. I provided all documents that have been the proofs for promotion of GS12 level.Then the intermediate supervisor tried to turn down my case and I had to work hard by troubleshooting problems that co-worker could NOT solve and she was GS12 at that time. Therefore, under the new system, NSPS which DOD calls " pay for performance" then the amount of a worker's salary will depend almost completely on the personal judgment of his or her manager. I am positive that there is no guarantee that even the best workers will receive a pay raise or a fair raise or that the pay offered will be fair or competitive because I had this problem in the PAST. Furthermore, there will be no impartial appeal system to assure that everyone is treated fairly.
