Subpart C - Pay and Pay Administration discuss criteria to determine rating and share, and 'control points' within pay bands. It is unclear if the criteria and control points will be disclosed to the employee. I think the criteria and control points should be defined at the beginning of the rating period and disclosed to employees. Any changes to criteria during the rating period should also be disclosed.
