I have reviewed all available NSPS documents and find the new system to be long overdue. As a manager I find the new system finally gives managers the tools needed to build, maintain, and reward reliable workforce teams. I do have one comment on the rating scheme...why change the rank order? Under the current system a (1) is the very best (as with OERs and NCOERs) and the higher the number the worse the evaluation...reading the NSPS documents this will change to a (1) being the worst...I would suggest to ease confusion and to remain in line with the OER/NCOER process the eval levels remain at a (1) being the best. And to all of those writing the negative comments that I have read ....if you are a good worker, dedicated to the mission(s) and always striving to do your best, this system (if used properly) will be to your benefit...if you do not fit into this category, then this system is the tool to either improve you to such point or move you out and get in the type of federal workers we need for todays world. What a wake up call 'eh!! Thanks Sec Def and DOD(OPM)!!! I applaud the effort! Bill Wallace
