Subpart B - Classification discusses Pay Bands. It is somewhat unclear to me if the pay bands are associated with the employee or with the position (or both.) Specifically, will it be possible for an employee in a 'Full Performance" pay band to be certified as a "Senior Expert" through some combination of education, training, and experience? Allowing this would increase flexibility in rewarding employees for superior performance, and in allowing movement to new positions requiring higher levels of work without going through the cumbersome promotion process (i.e. a lateral transfer based on the employee's skills, rather than his current assignment.)
