I eagerly await pay-banding at my work. The present system of Pass/Fail merely mandates mediocre work, and provides no incentive to perform at any higher level. I am a GS-12 step 9, with 3 more years needed to reach step 10 - and I still am looking forward to almost 20 more years of civil service. Performance bonuses haven't been provided for the last 4 years. When they did occur, they were typically 1% to 1.5% of my annual pay - which is not a lot of money to affect one's work performance. I am astounded that with a Pass/Fail Performance Evaluation System with no sustained performance awards that the Labor Union can be dismayed that federal workers are being replaced with hired contractors. Duh, guys - the government wants to pay you more for effort, why is this a problem? Oh, your supervisor might be unfair? Sorry, the same thing happens is the real world. Life is tough, let's move on. After all that's why we have unions, EEO councils, etc. to turn to if things are unfair. Faster, please.
