Years ago the Government's personnel system was just like the new NSPS and it stunk. The Government is now going back 25 years to a system that isn't fair no matter how you look at it. It takes you back to the "good old boy" system. Performance Based Pay will award those who are buddies with the boss (hunt, go fishing, golf, etc) and do the least amount of work and probably not done correctly. Those who are hard workers and do most of the work and make the office look good will not receive any recognition or any raises. Instead of having employees working together everyone will be competing with one another. Workforce Shaping - Subpart F - In a RIF situation which is more likely today with all the downsizing and BRAC putting performance before length of service is ludicrous. Seniority should be just as much a consideration as high performance. If the Government thinks they will attract the best and the brightness think again. Private sector jobs will be more appealing to the younger generation than working for the federal government due to the pay scale and little or no advancement.
