Well, you get what you pay for. So reward the top echelon of management who cannot manage and in fact they are not allowed to manage and other "groups" who cannot speak correct English or construct a sentence. Your employees that actually do the work are finding it more and more difficult to maintain morale. So good luck winning acceptance of performance-based systems because we all know it's a lie and certain segments, regardless of performance will be rewarded while the older true civil servants will be forced to muck through this crap until retirement and the younger true civil servant will be looking for a rewarding career elsewhere. You decision makers are leaving a legacy I am sure you will be fully rewarded for although it will never work. So keep rewarding the wrong people. You get what you pay for.
