I am retired with almost 20 yrs of military service and currently 3 yrs employed as a civil servant. I agree we need a new system but this is not the one. It will become more corrupt as is our congress. Why doesn't congress allow the people to vote on their pay raises or bonuses every year based on their performance? The NSPS will cause dissention amongst employees and destroy teamwork but will produce a more favoritism environment. We need more integrity and honesty in management when it comes to rewarding people based on performance. However, I also see this new system as a means of creating more support for outsourcing. Get civil service employees fighting and arguing to cause the missions to slip and then have more support for outsourcing. I agree, we need change to our current system or do we. We need a system that requires management to perform their duties. Management wants these changes so it makes their job easier and they will surely be taken care of. If the problem is that employees are getting raises and bonuses that don't deserve it, then our management people aren't doing their jobs now. Management needs to remember who they rely on when they get in a crunch. Yes it is tough to fire a civil servant but not impossible. This system could work in a perfect environment where everyone has integrity and is honest. Everyone of us needs to look in the mirror, realize why we are here and be honest with ourselves. There is a great number of our young men and women making sacrifices so we can all live a better life.
