I read all sections (9901.354 Section) that applied to growth/developmental positions and this area needs to be looked at again. In our current structure, a person on a growth position receives thier grade promotion annually (assuming a satisfactory performance) till they obtain their target grade. In the NSPS, the incentive is missing or not explained very well. It appears that a person on a growth position is treated the same as any other person in the pay band (Section 9901.371). I also did not see any section that covers Palace Acquired Positions. NSPS gives the impression that a person on a growth position is going to be negatively impacted when transferring from the GS to the pay banding (Section 9901.371). This section needs re-written and the policy needs looked at again from this angle. How do you propose to acquire/develop personnel when you seem to have taken away the pay incentive. Leaving it to a supervisor has proven ineffective and biased.
