Pay Bands - Special Rate Employees. Our agency almost went under the AcqDemo pay for performance program. The AcqDemo pay bands did not take into consideration special rate employees like IT Specialists GS 2210 (there are others too). All series were in the same pay band. Going in they wouldn't lose money, but after conversion they lost potential earnings they would have under the GS system. The pay band was capped at other series employees earnings. Special pay rates were established to retain employees in speciality career fields. There is no incentive under the pay band system because a 2210 GS11 step 10 will go into a pay band capped at a level below their current pay. They will not see any increase in pay till the pay band catches up and passes their current pay. The same will happen for lower stepped employees. In my area the special rate for GS-2210's grade 11 step 10 is $69,397. Regular series grade 11 step 10 is $65,704. A GS-2210 11 step 8 special rate earns $65,838. One suggestion is to create a pay band for special rate employees. Or, if everyone is lumped into the same pay band - set the cap at the higher special rate level for everyone. No one should lose their earning potential. NSPS is a morale buster.
