Comments. I am not in favor of this proposed system as it will put us in even worse shape than before the institution of the GS system. For all the fancy business theories and current terminology, NO amount of training will override human nature and the good old boy system. Question. How will we determine civilian seniority within the bands? Is it done by overall salary, time in the band or something else? Is it conceivable that a current first line boss could become subordinate to someone in the same band that they used to supervise based on a reversal of the amount of pay in the same band? Suggestion: That base pay cannot be reduced below the current GS pay system, otherwise the command is going to load up one time award pay and reduce base pay. This will negatively effect retirement, thrift savings and tax payments. Why aren't military folks being put into the pay bands as well if this is such a swell idea? Thank you.
