RE: Providing years of service to outstanding employees for RIF purposes: This is a long time in coming. With the modern workforce more fluid and the federal government trying to recruit mid-career managers/technical professionals from the outside, this is a useful tool to get good performers to stay. The federal government needs to be able to keep high performers when going through a RIF, regardless of years of service. With less people performing a function, the government needs the people who can do more with less. This is how every other private business works.
