Comments:
1. Will like jobs be grouped and a group PD written for group? If so who will deterrmine amont and kind of work and PD? I am a spectrum manager how do U determine mine? 2. Will Civil Service not be on salary and no overtime or comp time given for overtime? 3. If refuse overtime or if do not want to go to a different location to work will this be grounds to dismiss? 4. 30 yrs ago the Air Force had a similar type of system and did away with it because it did not work. 5. If a person has am immediate supervisor who dislike him how will the individual ever receive a proper eval? Any thing said the person will go through this ever grading time. 6. This seems as if it was written for a business and the DOD cannot be run in such a manner.. I have my suspicions as to why this was written the way it is, which I will not itemize. 7. Manage will hold all the cards and the worker none.
