I believe everyone knows that when the government mandates a new and improved system, that the improvements are to the benefit of the government only. What scares me more than the implementation of the NSPS is the thought that top-management thinks this will solve the problem. I haven't lost faith in the system; I've lost faith in management's ability to make rational decisions. Why not use a direct approach to solve the problems in the existing system instead of going through the back door and changing everything. DoD has not, will not, nor could ever be, run in simliar fashion to that of private industry.
