Comments:
In the "Adverse Actions and Appeals" section, it states as follows: ....proposal advocates: ensuring due process. In my reading the text, it is not evident that due process will be ensured. While I agree with the general tenor of this section, it is not at all clear whether an individual who has not been fairly treated in an admininstration action will be able to get an independent review of the actions taken against him or her. The independent review process needs to be better defined.
